These settings are account based and not device based. Perhaps there is something amiss with your account. Support can look into this for you.
If you haven't already, please Sign In to my.pogoplug.com and 'Submit a support ticket' using 'Help Center'.

Why the streaming setting always go back to disable whenever the Pogoplug is rebooted. It is very annoying to reset streaming after rebooting everytime.

Looks like this had been changed. Now streaming stays enabled after rebooting.
