Pogoplug will work with dvd files, however I am unsure about blu-ray files. I ripp my dvd's using handbrake and upload them to pogoplug and they stream great to my ps3 as well as my ipod touch.

PS3 and pogoplug use the technology UpNp. It allows sharing of files over the same network. You have to enable streaming to PS3 from the menu on the mypogoplug.com website under media settings. Then boot up your PS3 and go to the video tab and find your pogoplug. Find your hard drive, then the file you wish to view. Same works for music files but you must be under the music tab on your PS3. As for viewing on a computer I just use the pogoplug website. You might be having a problem if your videos are not encoded correctly. Like I said before, I use handbrake and make sure the "web optimize" box is checked.
