I've created my own "cloud" by connecting an external hard drive to an NAS adapter and then connecting to my router. If I leave home and shut down my computer, will I be able to access this drive with PogoPlug software on my iPad or does the computer need to be on. So far I'm not even able to get PogoPlug to see that external hard drive.

If you use the pogoplug software then, yes, your computer needs to be on and awake while trying to access your drives. If you have a pogoplug device, then the answer is no.

Is there a PP device between the hard drive and the router or are you trying to use the desktop PP software with your networked drive (bypassing the need for an actual PP device)?
