Apparently there's a reason it's not removed. When I tried to remove it manually and reinstall Pogoplug, the XCETAP0 Adapter driver wasn't installed correctly. I had to manually install it using the xcetapinst.exe file and then manually uninstall it and the uninstall the Pogoplug software.
After I did that, I could successfully reinstall. For others, I suggest not touching the XCETAP0 Adapter driver unless you know what you're doing.
I still think the actual driver should be removed after uninstalling Pogoplug, even if it isn't loaded anymore.
If the software is uninstalled, the XCETAP0 Adapter driver isn't removed. The registry entries are left in the registry and the xcetap0.sys is left in the system driver directory.
This should be removed when the software is uninstalled.

I want to point out that the virtual network adapter is removed. It's the actual driver that isn't removed. So basically (in Windows XP) the registry entry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\xcetap0
and the file:
C:\WINDOWS\system32\drivers\xcetap0.sys
as well as the files in c:\windows\inf.
