Since you're at work, any kind of filtering/throttling could be going on by your place of employment.

When we say "stream", we really mean the WebUI, Playstation3, Xbox360, iPad, iPhone, etc. Accessing the file directly with the driveApp isn't the same. You will get the original file, not the transcoded copy.
It's probably that the video is a big file that takes too long to cross the network and since vlc thinks the file is on a local drive, it won't wait too long before deciding there's a problem.

Test this with a much smaller video and see if that can be played by VLC at work.
