You can do this using the Multi Administration setup so each department has their own folder and management. It should probably be called something like 'Multi Administrator Settings' If you want to just share the files with no administration access you would use the regular file sharing setup. For the stats you would click on 'Files I Share' and then 'Statistics' or the "i" icon next to the shared files/folders.
