For JPEGs, the Pogoplug reads metadata. Particularly a field called "Exif.Photo.DateTimeOriginal". If this field is invalid/corrupt somehow, this may be the result. If you're noticing this only with JPEGs, then this is probably what's happening.
It cannot be changed on the Pogoplug. Rather, the file would need to be changed before being introduced to the Pogoplug. In Windows7, this can be changed by hightlighting the picture and at the bottom of the File Explorer should be a field called "Date Taken" that is editable.
