Download the file to somewhere instead of opening it "with default app" from the browser.
Open a command prompt and enter:
sudo tar -xvf ./%location%/pogoplugfs-linux-1.0.0.6-3.tgz
This will extract the binary needed to mount your pogoplug as a drive. Please note there is NO GUI at this time for the Linux version.
Advice: Get comfortable with the command prompt.

Can't download. It keeps saying to "/tmp/pogoplugfs-linux-1.0.0.6-3.tgz could not be opened, because the associated helper application does not exist. Change the association in your preferences."

Uh and I forgot to mention /%location%/ means you need to enter where you're keeping the archive.
