Answer 1: (each family member having their own drive)
You can turn on sharing on a drive-by-drive basis and then share each one to specific family members. Of course the primary pogoplug account would have access to all of them but other family members could only see the one you shared with them.
The problem is that the other family members cannot setup any shares of their own.
Answer 2: (TimeMachine)
The short answer is no. The longer answer is that some have had at least some success on the Mac using sparse disk image container files I believe. Perhaps someone who has had success can give you the specifics.
Answer 3: (iTunes Server)
No. I'd like to see this feature myself but my guess is it's more complicated than it may sound.
