Definitely - once they get your share email, they can sign in and create an account, download the drive app and they'll be able to access only the directory(ies) that you shared with them through the drive app. The app has the same functionality through a share as it does for owned drives - the only difference is that you can give them read-only or full access, whereas you (obviously) always have full access to your stuff.
